Background

The Salter Family has an extensive history of crime and much of it is violent. It is easy to find their “priors” on the web if you look at the county records where they have lived. Of course, I want to be fair. So, before I start in on the list of their crimes, I will tell you the prior criminal records of Robert and myself.

I have no prior criminal record. I got one speeding ticket when I was 16 and a second ticket when the speed limit was raised from 55 to 65. The second ticket was a dumb mistake. I was on a county road that did not go up to 65. Oops! I was doing exactly 65 though!!! I hated those experiences. Friends say I drive like an old lady, but I have never been ticketed again.

Robert has a prior criminal record. In the late 1980’s he was convicted of conspiracy and sentenced to 5 years in the Federal prison system. The court paperwork shows that the judge called him a minor player who did not know a drug sale had taken place. Robert, according to the judge, did not see the money, the drugs, or participate in the sale. Robert was caught on a tape recording at a bar where the transaction was discussed and that is how he was found guilty of the conspiracy. The judge apologetically said he had no choice but to sentence Robert to five years per federal sentencing guidelines in effect at that time. Robert did his prison time as a model prisoner and was working at the VA hospital in Dallas from a halfway house when I met him. He is one of the most honorable men I have ever met. He has become a Master Mason, a Knight Templar, a Democratic Precinct Chairman, and an Election Judge in the years since we met and married. He has been in no further trouble with the law until we met the Salters and the PCSO.

Salter Family Crimes

Now lets get into the real meat of this blog, the Salter Family criminal records. I have hinted at some of their records earlier. It is a story of criminal activity and total disregard for the law that spans several generations.

I guess the best place to start is with Roger Dean Salter, the man who initially tried to kill Robert by hitting him with a truck in 2004. Roger was arrested for terroristic threats in 1976. (Are you surprised?) It is Erath County case #13273. In 2004 Roger put up illegal buildings in the flood plain. He knew those buildings were illegal but disregarded the law. He says he is entitled to ignore the laws because he has nothing. Subsequently, he was found guilty of flood damage prevention violations in 2005 cause #CR3-04-97865 Parker County.

Benjamin Lee Salter (Roger’s son) has a record in Erath County (Case #30456) for criminal mischief in 1998. Benjamin’s birthday is either in 1980 or 1981 in the records so he had just become an adult. Juvenile records get sealed as the brats become adults and I can’t access those records. Too bad! Benjamin has a conviction in Erath County for case #CR10678 and got 7 years probation for “other felony: engaging in organized crime”. Like father, like son! Benjamin was picked up on a Blue Warrant and jailed from 5/47/2004 to 7/9/2004 (Parker County Jail ID 7972).

Tiffany Deann Salter is Roger’s daughter, and Benjamin’s sister. She tried to run over Spot and Robert on one occasion and drove the getaway car for Gary Renfro when he threatened to kill Robert in March of 2008. Tiffany is listed as either Salter or Salters depending on which case you look up. The PCSO makes a lot of mistakes when entering records. She has records for speeding (CR-03-38995), driving without a license (CR-03-38996), and warrants issued for failure to appear at court (CR2-03-41551) in Parker County. She was given credit for her jail time. In Erath County Tiffany has a record for driving while license invalid (case #38415) and was convicted in JP court case # 10022323. Tiffany also has a prior history of violence in that she has been a party to the sexual assault crime of Eric Gallardo (Erath County CR11018).

Theresa Ann Salter has a Parker County record for Driving while License Suspended (Cause # CCL02-0400). Theresa is Roger’s wife and Tiffany’s mother. I could not find the records showing why her license was suspended, but it had to be bad driving or another criminal charge. The mother taught her daughter to ignore the law the same way she does.

Brandie Ann Salter (Tiffany’s cousin) is one plaintiff in Erath County case CR11050. It was some kind of a fight that resulted in charges of Deadly Conduct: Discharge of a Firearm. I have no trouble believing that she provoked the incident. It seems to run in the family.

James Salter (Benjamin’s cousin) was arrested for Theft by bad check of over $20 and under $500 (Erath County case # 30628). He paid restitution.

Arlin Terry Salter (Roger’s brother) has a theft record in Erath County case 12184 for obtaining lodging by false pretense. He has a Parker County conviction for driving his truck over gross weight (CR4-05-15180) where he paid fines.

Terry Justin Salter (Tiffany’s and Benjamin’s cousin) has an Erath County record for theft of property by check over $20 and less than $500 (Case #39645). He paid restitution. The Stephenville Empire-Tribune reported on January 27th of this year that Terry was arrested again in Erath County. This time his arrest was for deadly conduct in the discharge of a firearm. The incident involved alcohol.

This is only a record of adult criminal activity. There is a long history of juvenile activity. The Stewarts, Sam, Irene, us, and other neighbors reported them on numerous occasions. Mathew, Tiffany, and their younger brother were famous for going through the doggie doors to steal from houses. They caused the residents of Brazos Rock Road to seal up our doggie doors. Matthew is not listed above because his last name is not Salter, and I do not know his last name used while he was in school. I know Matthew is extremely disliked in the neighborhood by the law-abiding residents for all his illegal activity while a juvenile. I also know that Matthew was forbidden to ride the school bus due to bad behavior.

It is worthy to note that the Salter family also lived in Denton, Palo Pinto, and Polk counties in Texas. These counties do not have online records. The summary of criminal activity above is limited to two counties where records are online and easily available. I am certain that if I could access the records of other counties I would find a lot more of their nefarious activities.

Background

I hired a Private Eye to gather evidence for me that I could not access. I paid him a sizeable sum and gave him a list of items to obtain. We met with him and an attorney included in the payment several times. And then my penchant for bad luck took over. We learn that our private eye is a best friend of Slammin Sammy and other PCSO deputies. We want him to gather evidence against his best friends! That is what I call a major conflict of interest. Then my hired bodyguard and private eye refused to obtain certain undeniable evidence of another two death threats. I quit speaking to him and looked up the Texas Occupations law governing private eyes. He has violated a dozen regulations and all ethical considerations. He has given me none of the evidence he promised to collect. One day soon when it is time I will file my complaint.

The Texas Rangers

Robert was starting a new job and needed his tools from the house at 800. During our investigations I learned when the sheriff is dirty and trying to kill you, you have only two guys to go to for help. Texas Ranger Russ Autier’s name came up more than once as a good cop. I called him and asked him to help me get into the house at 800 to get Robert’s tools. I tell him I cannot trust the PCSO as they threatened to kill me in September. He agrees to meet us at the property to watch over us while we get the tools. Irene and I had a very interesting conversation with Ranger Autier. He tells us he investigated parts of the shooting incident. He also tells us that he would never have arrested Robert in a million years. He also tells me he cannot help me. It was just me he could not help. He was afraid of someone and said it was the last time he could help us. I have not been back to my house and property on Brazos Rock Road since that October day and my strange conversation with a Texas Ranger.

Situation 16 – Explosives & Threats

Theresa Salter threatened Irene in August and some people said it was a mistake. They thought the threat was intended for me and reached Irene by mistake. Nope. In mid-November Theresa threatened Irene again. Irene stopped at a convenience store in Mineral Wells to get a soda. Theresa and Tiffany stopped at the same store. The Salter women stood outside the store making shooting gestures at Irene and mouthing at her “you’re dead.” We told the Private eye to go get the store’s security tapes to prove the threats, but he did not do it.

A few days later when I am home alone an explosive device is set off in front of my house in Hurst. I am not talking about a few firecrackers. I mean a full explosion. The device set off had 100 screaming parts and 100 exploding parts. It is a very expensive explosive. When it blew up it scared the holy hell out of my neighbors and myself. I thought World War Three started at my front door. It was well after dark and no one saw who did it. One neighbor saw a pick-up truck making a fast turn at the stop sign on the corner, but she could not ID anything about the truck. I said nothing about my belief that the explosion was not accidental. I got the message. The message told me, “I know where you are” and “I can come get you whenever I want”. It was clearly another threat against us. I am smarter so I did the smart thing. I called the 911 Operator and asked her if I could have the device. She gave me permission to clean up the mess. What I really did was more than a mere clean up. I took my flashlight and photographed the location of the device next to my house. I got a stick from my garden and used it to carefully lift the device into a grocery bag. I did not touch the device. I went back in the morning to photograph the fire burned spot left by the device in case my night pictures did not turn out. I still have the device and its unexploded parts. I was waiting for an honest cop to turn it over to for evidence gathering. That was mid-November of 2008. I am still waiting for that honest cop to turn my evidence into.

Background

Sam and his friend Jeff go to the house at 800 a few days after the shooting to rescue Robert’s show-winning 1994 Harley-Davidson. Sam couldn’t stand the thought of that beautiful bike being turned into a boat anchor by sand the way Salter’s did Robert’s ’57 Ford Tractor. Sam and his friend came away from the experience telling harrowing tales. Salter’s blocked the road in front of them to try to stop them from leaving and they fired shots at them. Sam said he barely got out and his friend, Jeff, got out only because he had a 4-wheel drive Jeep to get around the truck that blocked the road in front of them. Attorney Lane sent an appraiser who also got accosted by the Salters. It definitely was not safe for anyone to go to Brazos Rock Road anymore.

SGT Brennum Threatens to Kill Bette

I need into my house at 800. We have nothing. We need pots & pans, more clothing, cleaning supplies, and all the mundane normal items it takes to manage a household. We left it all behind when we fled for our lives. I finally arranged to have a deputy escort us to the property on September 13th. I told you earlier I always have a camera nowadays and it came in handy on this day. What happened would probably not surprise you! Happily, I photographed the incident. I was soooo angry with the deputies; I sat down the next day and wrote Fowler a letter. I never sent the letter, but it faithfully records the incident. Here is it.

Dear Sir:

I wish to relay to you the unfortunate incidents of yesterday while I was retrieving some of my belongings from my house on Brazos Rock Road. As you are aware, I was asked not to go to my house to avoid further incidents. I arranged with Lieutenant Pettigrew and Sergeant Brown for an escort at their convenience, in keeping with that request. There were important papers and regular bills that it was growing very important for me to retrieve in order to continue with my life. Two deputies met my moving party at the Millsap Chevron at 7:00 am to escort us to the property. The moving party consisted of myself in my minivan, Irene & Robert Pittman in their Nissan Truck, Sam Hull in a friend’s car, and my husband in his Dodge Ram with a trailer. As we turned onto Bennett road going to the property, the deputies turned on their lights and stopped us. They informed us that the boss said that my husband would not be allowed to go to our property. The deputies refused to identify “the boss”. This action deprived me of the ability to pack as many of my belongings as I had planned because my husband and his truck and trailer were left alone back up on Bennett Road somewhere. This action also meant that part of my moving party had to drive the tractor and road grader unescorted and at an unnecessary waste of fuel to where my husband was waiting. These actions created several minor inconveniences, but what Sergeant Brannem did next is totally unconscionable.

Within minutes of our arrival at my property, three vehicles of the Salter family started driving up and down the road shouting obscenities at us and saluting us with the middle finger insult. They blocked the road with their purple Jeep and Theresa and one of the girls (probably Tiffany) got out video and still cameras and started shouting at, waving and pointing to us, and verbally taunting us in addition to filming and taking snapshots of everything we did. This raucous display went on for more than an hour as only three of us attempted to grab as many belongings as we could from my house. The deputies did nothing to stop them, saying it was all right for them to behave in this threatening manner. I tried to explain to your deputies that this behavior is very typical of how the Salter family behaves every single day. I asked them to empathize with having to live with that threatening behavior and how they would feel after several years of identical and worse threats. That the deputies allowed this behavior to continue is very bad, but what Sergeant Brennam did as we left is something that is absolutely unforgivable for anyone to do and more so unforgivable for a Peace Officer.

We were creeping along heading for Bennett Road following the riding lawn mover. As we were moving so slowly, I stopped to take a picture of the fact that the Salter family in their purple Jeep were following us out. I needed to document the horrendous treatment we were receiving at the hands of the Salters. I took the picture identified as <22> on the developing mark. This picture clearly shows the Salter Jeep following right behind us on Goen Road at Brogden Lane. I got back into my van and continued idling behind the mower. Then Sergeant Brennam caught up to me, and he screamed at me that “this was not going to be a media circus” and if I took one more picture, he would “withdraw my escort and turn me over to them and let them do to me what they will.” The sergeant is very well aware of the fact that the Salter family has threatened my life on numerous occasions; therefore he was willing and ready to be the instrument of my death. There is no other law enforcement agency in this country that would have allowed the hour-long display and obscenity shouting at us. Further, I know of no self-respecting and law-abiding Peace Officer who would threaten the life of someone is such a blatant manner. Sergeant Brennem proved what I have been saying all along about the double standard of justice in Parker County. Sergeant Brennam is pictured in the photograph identified as <16> with the Salter Jeep still filming us as we try to leave. He is also seen in the photo identified as <15> palling around with Mrs. Salter.

On a final note to the morning, as I took the lead in leaving back up Bennett road, someone fired two shots to my immediate right. I understood the message, but the deputies failed to do anything about that either. Deputies in the past have refused to come to Brazos Rock Road because it is “a private road”, they have come down and refused to take statements from numerous witnesses to death threats, and they have left Speed drug trash in our creek without retrieving it before the next rain. We have had four break-ins where nothing was done and no one has looked into the recovery of my stolen pistol that the DPS Trooper said has been used by the druggies as money because of the excellent condition it is still in. Now a Sergeant threatens me in no uncertain terms while allowing others over an hour to harass my companions and me. I will never again allow any PCSO Deputies to be my escort as one of them has stated to my face that he intends me harm. I have no reason to trust a single deputy. Sheriff Fowler you told me that you were convinced it was a clear-cut case of self-defense and you claimed ignorance of any of the many reports we have filed in our efforts to live a quiet retired life and put in an RV Park and Golf course on our land. All I wanted to do was write my children’s books and sketch the beauty of the land it took my husband and I ten years of searching to find. Sir, if ignorance of the law is no excuse, then ignorance of all that has happened is no excuse for you either.

P.S. Did it make the reports that in the ER we saw relatives of the PCSO Investigator Robert Moore, who gave him an earful of Salter hate. His relatives volunteered to go over there and buy us some of the speed they sell as he said he is welcome there as a long time customer. He is not off the stuff yet, but his mama is clean and sober for some time now. Irene also knows how to get in touch with these people, whom I had never seen before.



How totally different this experience was from the first time we were escorted to the house for property retrieval. The first deputy looked out for us. He wouldn’t let us pass until it was safe. He stood guard at the balcony holding a rifle. On September 13th the whole group of deputies stood in the shade, allowed the threats, and never once made me feel safe. It let me know who could be trusted and who could not. My distrust of the PCSO is growing rapidly. The Sergeant in charge is now threatening my life. Aren’t I lucky??
Robert is Arrested

September 4th is our wedding anniversary. A fact I am sure the PCSO knows. For our anniversary they had Robert report to be arrested for a felony 1 murder of the man who shot him, Arlen Terry Salter. Robert was escorted by the bondsman to Sheriff Fowler at 8:30 am, was processed, and released on bail at 3:30 pm using a procedure called a walk-through. The bondsman is the same man we used in 2004 when no charges resulted. As he escorts Robert to be arrested he says the Sheriff is caving in to political pressure. I have no doubt the situation is playing out exactly as it did in 2004. It is the MO of the PCSO to arrest the innocent to protect the guilty. Suddenly the PCSO says Brazos Rock Road is a public road after refusing for years to enforce laws because it is private. The sheriff told me he was convinced this was a clear-cut case of self-defense. Robert should not have been arrested.

Review the Basic Facts

The Salter family has tried multiple times to kill Robert all the way back to 2004 when Roger ran over Robert with a truck. The PCSO has done nothing about all the assassination attempts and death threats against Robert. Arlen Salter shoots Robert in yet another assassination attempt. In the fight for life after being shot Robert took the rifle away from his attacker and hit him with it. The Tarrant County Medical Examiner ruled that Arlen Salter died from blunt force trauma to the head.

The Law

We have a law in Texas called the “Castle Doctrine”. Your home is your castle is the basis for the law. The law gives Texans the right to defend themselves from attackers on their property. It goes beyond other state laws as it allows you to take out your attacker. You do not have to let attackers run away or drag your attacker into the house to use deadly force in response to deadly force. Anywhere on your property is sufficient for you to defend yourself and your family. Parker County Attorney Forrester declared in 2007 that Brazos Rock Road was private property and would never be owned by the Parker County public. The landowners pay taxes on the road as a part of their property. Ergo, the argument that the road is now suddenly public property to justify the arrest does not work.

Jumping Into Action

Robert and I consult with Attorney Jim Lane. Lane is a former JAG in the Army just like I am. He tells us the PCSO has nothing. The Castle Doctrine applies. Lane also tells me something I truly take to heart. He tells me if I really was a JAG then I knew what to do to prove my husband’s innocence. Thank you Jim Lane for reminding me of the dirty low-down tricks I hated so much in the military court system. I had to redo my thinking to be as dirty and nasty as theirs, or I would get trampled by all the laws they would break to get us out of the way of their illegal activities. I never go anywhere now without a $5.00 one-use camera to record events. That camera will help immensely later in the month. Per Lane’s suggestion, Irene and I immediately kick it into full gear. We don’t trust the PCSO, and we will be damned if we rely on their brand of investigating. We spend days at the courthouse, tax office, and county commissioner’s office digging up evidence. We interview a wide variety of people. To say we learned a lot is a big understatement.
Reading all the Paperwork

We have an appointment with the PCSO for September 2 in the afternoon. That morning I decide to organize and read all the paperwork I accumulated the day of the shooting. I get a three-ring binder, some pocket tabs, and dividers to put all my papers in one spot. I had medical papers, lists of confiscated property, and receipts for the money it was costing me to be out of my house. I also had that mystery paper Slammin Sammy shoved into my chest. It was a very bad copy of a request for a search warrant on my house at 800. There were only two pages even though the paper itself said that there were attachments. The first page of the request for search warrant is crooked and has the bottom of the page cut off. At least one paragraph describing what to search for has been cut off. There are plenty of errors in the part of the form that is readable. The front door of the house faces east and not west is just one example.

Recovering Property from House at 800

September 2 is the day of Arlen’s funeral so Sheriff Fowler thinks it is a good idea to let us get more of our property when the Salters would be gone. We leave the station and meet with more deputies at Ulisi before we go to the house. The deputy assigned to guard Irene and I takes his job very seriously. He is dressed in a bulletproof vest, full uniform, and has a rifle. He will not let us out of the van until he has cleared the area. He goes up the stairs first and then waves us up when it is safe. He stood vigilant on the front porch while Irene and I packed what we could in about an hour’s time. True to form, one of the Salter girls drove in to spy on us. She got so flustered by all the cops, she almost ran off the road madly telephoning for instructions. She was comical in her frustration.

Finding the Rifle Barrel

A few days earlier Bilbay is accusing me of hiding the rifle barrel that shot Robert. While Irene and I pack, Robert finds the missing rifle barrel. Robert, Bilbay and Attorney Kim are at the tractor and road grader. Bilbay has a digital camera and is photographing every inch of the tractor. Bilbay has his cowboy booted foot resting on the road grader while he takes dozens of pictures. Bilbay’s booted foot is what causes Robert to find the rifle barrel. Robert notices that Bilbay has his foot on the rifle barrel. Bilbay has just taken dozens of pictures of the rifle barrel with his fat booted foot right on top of it. All in unison now, “If it had been a snake, it would have bit him!!!” The antics of the Keystone cops never made me laugh any harder. I told that jerk all I did was flee for my life and get my husband to a hospital trauma center. But, Bilbay had a theory. The PCSO spent at least three days in earnest search for the rifle barrel that shot Robert and it was right there under their noses in plain sight the entire time. Great detective work fellows! Instead of jumping to wild conclusions and trying to prove them, how about letting the truth and the evidence lead you to the conclusion? That is asking too much of the PCSO. They don’t investigate.

Getting my Phones Back

Attorney Kim requests that the PCSO return my phones to me as we get back to the station. Bilbay and Slammin Sammy don’t want me to have them until they go through them and get all of our text messages. Robert and I don’t know how to text, so there is no text messages on either phone. That fact really upset Slammin Sammy for some reason. Bilbay was writing down a list of all the voice mail messages on my phone. Slammin Sammy leaned over and asked Bilbay what some of those messages were because he recognized the phone numbers as belong to the PCSO. There were three voice mail messages on my phone from Bilbay. Yes, I said that correctly. Bilbay left me three progressively angry voice mail messages on my phone while he had it in his custody room. He was mad at me for not returning his phone calls, yet he had my phone! Without a doubt Bilbay wrote me up for being uncooperative to make me look bad. Let’s tell the truth. He had my phone! In my phone was stored the last photographs of the meth lab trash and the litter the PCSO left behind. I posted some of those photos earlier. I asked Bilbay and Slammin Sammy if they wanted to make a copy of those photos as evidence. Are you ready for their answer? Are you sure you can take it? Obviously, they refused to look at the crime scene pictures in my camera let alone take copies as evidence. They don’t investigate.

At the House at 800

The dogs love their “Aunt Nene” (Irene) so she had no problem getting them into her truck for a ride. We headed inside to get clothes, medications, and other essentials. Deputy “Slammin’ Sammy” meets me at the top of the stairs and starts yelling at me, “you are a liar”, “you are only pretending to cooperate”, and “they tell better stories than you do!” He followed me into the house and continued to scream at me. When we packed enough, I told Irene I was going to go to the bathroom and then we could leave. Slammin’ Sammy ran into the bedroom and got right in my face yelling at me that I was not going to the bathroom without him. In spite of the pain it would cause me, I was never going to let that lecherous and foul man in the bathroom with me. He was absolutely rude. I am a victim here. There is no need to treat me in such a crude manner, yell at me, or berate me the way he was doing. As we were leaving, Slammin’ Sammy shoved me hard and put a piece of paper into my chest. He almost shoved me down the stairs. I gained my balance with help from Irene who wanted to take Sammy’s head off for hurting me. I ignored the paper he shoved into my chest. I folded it and put it away. I had no reason to think that it was significant.

It is flashback time again! Remember Sammy Slattern from the year 2004? This is the deputy who never did a thing when he was assigned by Sheriff Brown to be our liaison and set up a crime watch for Brazos Rock Road subdivision. He earned the nickname “Slammin” by being a ruffian and a bully who does not properly identify himself as a cop. We will get to more of that later when we discuss other victims of the PCSO.

Irene drives off and Robert P and I are in the van backing out of the driveway when Deputy Allain stops us. The PCSO wants both Robert’s cell phone and mine. They don’t care if it leaves me with no way to communicate. I signed the receipt for my confiscated phones at 0405 hours August 30, 2008. I asked the PCSO what they planned on doing to lock up my house whenever they decided to leave. They had no clues, so one of them took my keys and promised to lock the house for me. I have been up all night. I am getting really sick. I had to stop halfway up Bennett road and ask Robert P to drive, because I simply could not drive safely anymore.

Back to the Station for Bilbay's Theory

Robert P got us safely to his house and I laid down to rest. I barely touched the pillow and Bilbay was at Irene’s door wanting me to come to the station to get Robert as they were through with him. He is ticked off because I haven’t answered my phone. We arrive at the station and instead of getting Robert; Bilbay takes me into their interview room to question me. He is berating me because he cannot find the barrel of the rifle that shot Robert. He claims that I had 20 minutes to go find it and hide it before we fled for our lives. He is yelling at me telling me what I do everyday. He is dead wrong in his assumptions. I do not know how long it takes to walk from the house to Ulisi. I do not take timed walks in the woods up the creek bed. I do not leave my house for days at a time. I have a disability. I carefully plan my weekly shopping trips. None of the truth matters to this jerk. He has a theory. He finally asks me why I am not babbling over to talk to him. He truly did not expect my answer. It is close to daylight, I am getting very sick, I want to throw up on him, and so, I gave him an honest answer. I looked him dead in the eye and told him that I did not trust him or any other member of the PCSO and he should give me my husband and let us go! He did and we left.
At the Hospital

Two deputies from PCSO arrive at the ER. They are Bilbay and Robert Moore. Bilbay takes me into a room, puts a guard on me, and refuses to let me out until I give him a written statement and submit to some test on my hands. Bilbay has a hard time reading and following the instructions on the unidentified test kit. I told Bilbay I was too worried about my husband and my dogs to write him anything. He didn’t care. For over two hours he wouldn’t let me out of that examining room at the hospital. When Bilbay finally let me go, Robert Moore wanted to search my truck. Robert Moore inventoried everything in the truck and then confiscated it all with the help of the Fort Worth CSI. He took my Sony video camera, my 35mm Pentax still camera, my pistols, a duffel bag, and a baseball cap. He cleaned out the truck and left nothing behind. None of this property has been returned to me.

The PCSO deputies insist we must go back to the station in Weatherford. I want to head to my Hurst house as it is closer and it is well past midnight. Robert has been shot and I have Crohn’s disease. We are very tired and ill, but we have to go all the way back to Weatherford as the PCSO deputies would not let me have my husband. Robert barely knows what he is doing at this point. He can’t make any sensible statements. The doctor gave him something pretty stiff for the pain and he was under the influence of that drug. He could barely stay awake sitting in a chair in the waiting room. The PCSO confiscated all of Robert’s clothing. They expected him to leave the hospital wearing only one open in the back hospital gown with no underwear and barefoot. Their inhumanity disgusted me and I made the PCSO wait while I went and got a second hospital gown and a pair of those footed socks. Robert was so happy on the painkiller he didn’t object to being dressed with his “backdoor” showing.

Meeting the Sheriff

We got the privilege (?!) of meeting Sheriff Fowler. He is a big man. He patted me on the knee and said, “Don’t worry hun, I’m convinced it was a pure case of self-defense.” He claims he has never heard of a single incident on Brazos Rock Road. He dismisses the complaint that some of his deputies are dirty with a gruff, “Impossible, not on my watch.” (So much for the Parker County Sheriff’s Complaint Department!) Fowler has questions about Brazos Rock Road. The PCSO has repeatedly refused to patrol Brazos Rock Road because it is a private road. The PCSO will not enforce any law on a private road. For example, when our realtor put up a for sale sign on tracts 7 - 10, the neighbors dumped a hollowed out 30-foot long travel trailer on the road in front of the property. Our real estate contract was for one year and that junk trailer sat there for 8 months. Sorry, it’s a private road is all I ever got out the PCSO!

I am worried about the life of my dogs. I tell Fowler I want to go home and save them and pack an over night bag for Robert and I. I need my medication. I missed my last dose. They are not done with Robert and we are not allowed to see him before we head for the house to get the dogs. We arrive at the house to a three-ring circus. There is every deputy on the force combing the roadside with flashlights. My house is roped off with that black and yellow police line tape and there are people everywhere. There are very few identifiable deputies. Only a handful wore uniforms and badges. I had no way of knowing who the rest of those people were or why they were there. No one introduced himself to me. NO ONE. No one showed me a badge. NO ONE.
The Shooting

The day of August 29th started with the “Road Grader” salesman coming out to give Robert a demonstration. The neighborhood men cuss and discuss, grade parts of the road, and decide if Robert buys it for $3000 then Mr. Maberry will pay the diesel for the tractor and the road will not get bad anymore. It is a true “big boys and their toys” story. Robert skips dinner and continues to grade our road. I am very happy because this grader equipment is half the price we budgeted in our business plan for the RV Park. I got into the shower and was all soapy when I heard Robert coming up the stairs yelling, “Salter shot me”, “they are coming to kill us”, and “we have to get out of here.” My world stopped in that instant.

I had to remind myself not to panic, to think clearly, and act smartly. I ascertain Robert is not shot in a vital area. He won’t immediately die in my arms. I decided to call Irene for help. She and her Robert are the only ones I can trust. Hell will freeze over for the third time before I call the PCSO. I know they protect Salters. I fear what they will do to help kill my husband. They haven’t done a damn thing to protect him from all the threats and prior attempts on his life.

We decide to meet at Ulisi (a big old pecan tree off Bennett Road). I had to get our big red 3500 Dodge pick-up around Salter’s white Chevy truck. Salter had the entire road blocked. His truck was perpendicular to the traffic flow cutting it off from either direction. There is a barbed wire fence in front of the Chevy truck blocking that exit entirely. I drove behind the Chevy to get out and noticed the driver’s door was wide open and it was going ding, ding, ding to signal the key was still in the ignition. I reach Grandmother (Ulisi) at 7:13 pm and call Irene. She and Robert P are at the I-20 exit 3 miles away. Robert is feeling ill. I make Robert a sling, pack him into the truck, turn the AC on high to cool him off, and we flee for our lives at 7:19 pm in two trucks.

Using my records and adding in what the PCSO told me I can record times on a few events. It is 7:14 pm when Robert P and Irene reach the top of the hill at Bennett Road on FM 113. From that high point you have a view of the entire valley that can be breathtaking. Brazos Rock Road is at the bottom of the hills in the valley. At 7:16 pm Robert P and Irene arrive at Grandmother and Robert P is a nervous wreck. Robert P is a mellow guy nothing upsets him or riles him into a frenzy. I’d known him for five years and didn’t remember him ever raising his voice. On this night however, Robert P was panicked and upset because of a huge dust cloud arising from Brazos Rock Road and filling the entire valley. There was a big stir going on to create such a dust cloud. We could see that dust cloud until we turned onto I-20 and headed East for Fort Worth 3 miles away.

I drove at 90 miles per hour to Plaza Medical Center Hospital in Fort Worth. We arrived at 8:13 pm and got Robert checked in for treatment. Robert is lucky we chose that hospital. The doctor on ER duty had just been promoted to Colonel in the Army after serving another tour in Iraq. The doctor was a combat veteran just like Robert. He had a ton of experience in gun shot wounds.








Robert is a lefty. He parried the rifle stuck in his face with his right hand and got shot. The bullet burned his little finger and entered at the base of the palm. The bullet travelled up to the elbow. Also show is his left arm because of the fight for his life. Robert was bruised, cut, bitten, and scraped all over his body. His left knee was also very swollen. These three pictures represent how bad it was.

Background – I sold a house and we put away a few CD’s in the local bank to prepare to take up our dream of building an RV Park and extreme golf course on that beautiful land of running water and river fun. Here is where hindsight is 20/20. I wish I had not talked Robert into staying and giving up a chance to move to Tennessee. I reasoned that no other land was as beautiful or had as much flowing water as our little Brazos Rock Road. Surely the Salters and the dirty cops who protected them were not that big of a threat. I will never be so stupid ever again. There is no land beautiful enough to lose your husband and best friend over anywhere on this earth. Trust me on that one. I’ve learned the hard way. Now back to the narrative. Robert worked at a job until Brookes (the banker) told him to quit and go get the RV Park and golf course in by the end of September. We had the money.

Situation #14 – On August 5th and 22nd Brookes and the bank appraiser came to Brazos Rock Road. On the 5th we were appraising tracts 1 through 3 next door to Salter. Brookes noticed Salter was raising turkeys and went to the fence to look at their pen. Roger was already watching us through the trees, and he went off the deep end. Roger started pacing wildly up and down the fence line staring at us openly as we walked through the property and examined the house. I got a sticker in my toe and I stopped to remove it to let Brookes and his appraiser talk business privately. Roger accosted me the moment those two men walked out of earshot. Roger was Charles Manson wild-eyed crazy. I mean the kind of crazy where you see white all around the eye. Super crazy!


To make this photo of Charles Manson look like Roger Salter you only need gray the hair and put on a pair of circular wire-framed glasses. The resemblance is remarkable.

Roger asked me if I was Bette like he wasn’t sure of my identity. He started yelling, “come and get me”, “quit talking about me”, and “I’m right here lets tangle”. It was all a bunch of paranoid fantasy nonsense and gibberish. I told Roger to go get some professional help before it was too late. I told everyone else Roger absolutely convinced me that he had gone totally stark-raving mad. Roger had become a fiend who was most likely very dangerous. The schizophrenia from the meth had taken over his life and there was no reality or sanity left. The following paragraph is by Dr. Kathryn Wells on the “Medical Aspects of Methamphetamine Abuse”. It describes Roger and his family perfectly.

“Methamphetamine users offer display multiple behavior changes. These individuals are frequently violent, bizarre acting, excessively anxious, confused and unable to sleep. Psychotic features are very common as an effect of this drug as well. These individuals can show paranoia, visual and auditory hallucinations, mood disturbances, delusions, homicidal thoughts, suicidal thoughts, and out of control rages. These behavioral changes can persist for years after drug use is discontinued. An acute methamphetamine psychosis has been described in the medical literature. This is characterized by extreme paranoia, well-formed delusions, hypersensitivity to environmental stimuli, stereotyped “tweaking” behaviors, panic, extreme fearlessness, and a high potential for violence.”


On August 22nd, Brookes and the appraiser are at tracts 7 & 8. Once again, Roger dances the fence line being a paranoid crazy man exactly as the Dr. describes. He does not verbally accost anyone this time because tracts 5 & 6 separate Roger from the appraisal party. Irene was there and told me she agreed with me. Roger had become Charles Manson crazy. Roger was acting in an extra dangerous and unpredictable manner that was more violent than he had been in the past.

Incidents # 11 – The entire month of August is full of threats and shootings aimed at many people and coming from the Salter family. Robert & Irene started work on the RV Park land at 930. Robert was on the big tractor cutting down the 12-foot tall grass while Irene followed with a Cub Cadet mower to finish the lawn. Roger stood on his side of the fence holding a carbine rifle. That night Roger fired shots over the head of Sam’s son Brendan when he went to tract 6 to go fishing. A few days after Brendan is shot at, Robert & Irene find an injured Mississippi Kite. Irene came to get the truck to bring the big beautiful raptor back to a rescue team. Theresa Salter blocks the road in front of Irene and tells her, “You’re a dead bitch.” It took Irene days to calm down. Before Irene calms down from Theresa’s threat, Roger with the rifle and another man with a pistol stand on the fence line and empty their weapons over Robert and Irene’s heads as they mow. Roger shot off a full 30 round magazine, the other guy emptied his pistol, and they ran into their trailer to hide. None of us ever stepped onto Salter property. None of us shot at anyone or anything on Salter property. Roger was standing on his fence line shooting at anyone who entered our property. No one threatened Roger in any way. Our goal was to get the first phase of the RV Park up and running. The contractor’s were hired and the earthworks had a deadline to meet. It doesn’t help if the mad man two properties down shoots at everybody that comes to the property while his wife stops them in the street to threaten them.

Situation #15 – We go to the bank to see Brookes when the appraiser’s report is ready. Brookes is offended by Roger’s behavior. He thinks Roger thought that he was DEA. Brookes is the cowboy gentleman type who is always starched and fine looking. I can see where a paranoid Roger would think Brookes is a narc. Brookes is a member of a group called the Parker County Sheriff’s Posse. Brookes spoke with Sheriff Fowler about our Salter drug problem on Brazos Rock Road at the Posse meeting before we met with him. Brookes had a business card from a man Sheriff Fowler introduced as a man who would “lie in the grass”. During our meeting Brookes sent this man an email. We again offered to let law enforcement use our trailer at 930 and us pay the bills if they needed it to gather evidence.

It is flashback time again. Let’s go back to the beginning (and the whole way through) where Roger keeps bragging he is protected by the law and untouchable. We were hoping since Brookes (a Posse Member) was reporting the problems directly to the sheriff things would be different. Maybe someone would investigate and ask a few simple questions. We could not have been any more wrong in our hopes.

Incident #12 – In only a couple of days we had our answer. The violence escalated! In typical fashion the Salters retaliated against us for telling the PCSO about their illegal business. On August 29, 2008, a few days after Brookes emails the PCSO about the drugs, a member of the Salter family catches Robert on the road alone and attempts to kill him. Arlen Terry Salter (Roger’s brother) blocked the road in front of Robert on his tractor and shot him with a carbine rifle similar to the one Roger had used to shoot at people all month. Robert still carries the bullet, as it could not be removed.
2008 Events
Incident #9
– The Salter Civil Lawsuit against us is dismissed on February 4th when our Chapter 7 Bankruptcy is discharged. On February 20th I receive a letter from an anonymous sender. The letter is a page from a February 10th publication entitled “How to Survive the Sudden Death of Your Husband…” (Without Losing Your House!).” The page had a post-it-note on it that read, “Bette, Thought you’d be interested!” It was simply signed “J.” The PCSO did not consider it a threat and said no law was broken in sending me that article. They made no file or copy of the letter and assigned the incident no case number. Any reasonable person, given the circumstances, believes it to be a definite death threat aimed at Robert. No law enforcement would fingerprint or examine the letter. I leave it to you. Was it a coincidence, or was that letter another death threat against Robert? Isn’t a threat through the US Post Office actionable to get the sheriff and DA to prosecute?

Miracles happen! On February 23, 2008 DPS Trooper Kris Hall in Granbury (Hood County to the South) stops a suspicious pick-up truck and finds my stolen .45 caliber snake pistol under the driver’s seat. Trooper Hall tells me the pistol is in great shape. He believes the druggies have been using it as money and trading it back and forth because they kept it in fine condition. Sammy E. Burkett is charged with possession of stolen property and claims his buddy sold the pistol to him for $25. His buddy denies the whole thing. Trooper Hall tells me the pistol will be returned to me after the investigation and trial. I’m still waiting for my pistol to find its way home, but that is another story. I’ll come back to my pistol when I get more into the discussion of the corruption of Sheriff Fowler.

Situation #13 – We find more meth lab trash floating in the creek. We retrieve the bags and pull them to the shore. I am smarter now. I use the camera on my cell phone to photograph retrieving the trash bags and the contents of those bags. I call 911 and tell the dispatcher what we found. She tells me to throw it away that she doesn’t want to send a deputy!!! I inform her that per County Officials I am not supposed to handle meth trash, and that my garbage contractor forbids hazardous waste. I had to have a debate with this babe to get her to send out a deputy to pick up the obvious refuse of a crime! Astounding! Deputies Eric Lee and James Allain eventually respond to the call. Their sergeant arrives and Robert escorts them all down Hell Hill, over the rocks of the creek, past Ulisi, and to the waterfall to find the meth lab trash. The PCSO retrieves the trash. I go back and photograph the gloves the PCSO Deputies left behind instead of taking them out with the dope trash. The law enforcement guys have a bad habit of littering.

Incident #10 – Immediately Gary Renfro tries to kill Robert. Renfro stands in our driveway at 800 Brazos Rock Road and shouts up at the house for Robert to come out so he can kill him. He has the help of Tiffany Salter and her kids in a getaway car. Renfro keeps up this shouting tirade for an extended period of time. He shouts at the front door that Robert has “interfered with the family business for the last time” and that he’s “going to kill Robert” for it! Gary is smoking a glass pipe that we initially mistook for a weapon. You don’t smoke a gun so we figured it was a speed pipe. Robert, I, Irene, and Robert P are all watching this spectacle from across the creek while on our “walkabout Bar-B-Q” with all the dogs. Gary says our turning in the meth lab trash to the Sheriff is interfering with the family business. I figured you couldn’t get a more blatant terroristic threat than a man standing at your front door wanting to kill you. Four of us witnessed the incident. Six witnesses if you count Gary and Tiffany. That type of violence is a pattern for Tiffany. She was a material witness to a sexual assault by an earlier boyfriend named Eric Gallardo (Erath County Case No 00-000821). Renfro has surely committed an actionable crime with this death threat. This is so obvious it just can’t be denied. Okay, so I was wrong. I was totally and utterly wrong. It was Deputy Eric Lee who responded to the 911 call. Lee flatly refused to take our statements, file a case number, or check a license plate number for Gary’s getaway car. Deputy Lee drives towards the Salter home at tract 4, but turns the wrong way and comes back claiming he cannot find where Gary and Tiffany are hiding. Let’s have a flashback moment here. It was Deputy Lee that went to the Salter home at tract 4 to get Tiffany to apologize for trying to run over Robert and Spot. I believe Deputy Lee was in no way confused about the location of the Salter home. Lee refused to enforce the law against them, thereby protecting them. And thus another blatant threat on Robert’s life to goes uninvestigated.
The Year 2007 - The Salters were on their best behavior. When they drove past our house, they held the wheel tightly, drove slowly, and stared straight out. I was lulled into a false sense of security. I love the walks, the stories, and the shear beauty of the creek. I didn’t want to give up the paradise it took us 10 years to locate and buy. My husband paid a severe price for my wanting to stay there when Salter shot him. I wish I could take it back and be more paranoid and make different decisions. I sadly cannot.

In August Randy sold his property (Tracts 1-3) and moved to Galveston as far away from the Salters as he could get without falling into the Gulf of Mexico. A deaf man bought the house. The Salter all night parties of cooking, shooting, and arguing would not bother him.

I searched for an attorney to defend us against the Salter lawsuit. Attorneys agreed it was a lawsuit intended to get someone targeted as rich and was as frivolous as the day is long. The catch was it takes $25,000 to defend against such lawsuits. We spent our money getting bogus criminal charges against Robert dropped. Now they want that much money again to get rid of a bogus lawsuit. Lawyers are very expensive people. I am learning to understand their sleazy and barely ethical maneuvers.

We decided to file bankruptcy to get rid of the lawsuit. A bankruptcy cost $2500 versus defending the lawsuit at $25,000. We had to use small bills, like a water bill for $40, to have enough creditors to meet the requirements. We didn’t owe credit card debt. I was making payments to our chosen attorney and was only a few days and one payment away from filing the bankruptcy when Salter’s attorney called me. Hall asked me when I was going to answer his demand for all my financial records back to January 1, 2000. I told him I needed thirty more days. He said that was not good enough. Hall was going to the court to ask it to compel me to produce the documents. I called my attorney and was informed that Hall made a “demand call” to me and he now had to wait 10 days before filing a motion with the court to request a hearing. Since I was making my final payment the next day, we would have the bankruptcy filed before he could get a hearing and the whole threat would be pointless. Law enforcement and officers of the court in Parker County do not care what the law actually says. They do what they want to do. Attorney Hall had a hearing scheduled the very next day after his phone call to me for only one week away. Hey! What happened to the law that said he had to wait ten days and all that jazz? I told my attorney they didn’t follow the law, and he should expect foul play. He admonished me, but I was right about their lack of following the law. I was getting smarter and better at knowing how this corruption worked. I was becoming the “Great Karnac”. I could predict the future with amazing accuracy. I will have more predictions come true in the future.
Incident #7 – Tiffany Salter tries to run over Robert and our Corgi, Spot. See case #2006-05928. Deputy Eric Lee comes out to answer the call. Lee goes down to the Salters at tract 4 and speaks with Tiffany about her deadly actions. Lee comes back and tells us that Tiffany says she is sorry but that she was having a bad day and isn’t mad at us. That is all that was ever said of the incident. She admitted she tried to run over Robert and Spot and nothing is done about another attempt on Robert’s life. What do law officials consider actionable? I think deliberately hitting someone with a car qualifies as an assault with intent to commit grievous bodily injury. Don’t you? There’ll be more on this later.

Garbage Time? - We start advertising in the FWST to sell our property. Randy also puts up a realtor for sale sign on tracts 1 - 3. Randy is neurotic in his extreme hatred of the Salter family, and carries a camera around to stop them from constantly picking on him. The garbage came out with the “For Sale” signs to harass and hinder buyers. The Salters turned the whole 3-mile road into a Fred Sanford junkyard. At Bennett and Goen Road were two couches, one for each side of the road. (How lucky!) The road was littered in old tires from Salter’s business, beer cans, soda bottles, take out chicken boxes, papers, and plastic containers. Randy asked Robert for his help to clean it up. Robert said cleaning it was pointless. Randy cleaned some of it anyway and I bet you can guess what happened then. Yep! The Salters threw more trash out. Robert knew it was a losing battle of the garbage.

Another Break-in – On September 8th the house at 800 was broken into. Someone pulled out a chunk of doorframe, got around the deadbolt, and stole my brand new snake pistol among other items of value. A deputy came out and took pictures of the doorjamb and the electric box where the copper wiring was taken. I don’t have that case number. The deputy was supposed to give it to me later, but I haven’t gotten it yet. He never called me back to give me the case number. (Are you surprised??)

Incident #8 – Roger Salter files a civil lawsuit against us for damages when he hit Robert with a truck. Attorney John “Matt” Hall filed case number CV06-2462 on October 11, 2006. Hall has been the Salter family attorney for many years representing them in criminal and civil cases. In this lawsuit Roger claims damages for Mr. King’s truck even though you cannot legally sue for damages to property that you do not own. It is just that simple. Hey, Parker County officials don’t care if their actions are illegal and unethical. The Salter family has a lengthy history of suing other people. Roger tried to recruit George (Tract 61-63) into suing people because of the good money in it. We filed a general denial with the court to answer the allegations Salter brought. One good thing is the shouted insults, one-finger salutes, and rocks and sand thrown in our faces stopped. Hall surely told them to cut out that crap, as it would help us in court.

The Salters have never called the sheriff to report us acting violently against them. The Salters have never had cause to report us as having committed any crimes of any kind. They have never sent the law to question us about trying to kill one of their children or pets. We have never driven past their house to insult or harass them. Obsessed drug users like the Salter family doesn’t understand being a good neighbor. The drug gives them fantasies that have nothing to do with real life. Background for 2006 – I keep every scrap of paper I get that explains meth labs to me. I have got to get up to “speed” (pun intended) on how the stuff is made, why it explodes, what it is, how it affects people. I need to understand what I am up against. I am very naïve about meth. I am also re-thinking who to call and give reports to about the meth lab trash and criminal activity. I am learning. Most of all I am learning not to trust.

Situation #10 – We find more meth lab trash in the creek on February 2nd and report it to the Texas Commission on Environmental Quality (Incident # 71756). The TCEQ refers the complaint to Parker County Emergency Management Department and Ms. Janice Stroud who in turn gives the case to Mr. Wortham. This is a perfect example of the lackadaisical manner in which meth lab trash is handled by law enforcement. They spent months passing it off to someone else. The Dallas EPA guy claims it is the duty of all peace officers to investigate hazardous waste and to make arrests. Call him back and he will make them do their jobs per some law. (Yeah, right buddy!)

We get the Cross Timbers Narcotics Task Force to come out on the 15th. Cy & Kennedy tell me the popping noises means meth is still “cooking” and subject to exploding. Meth lab trash is hazardous waste and must be disposed of properly. Cy & Kennedy just put a piece of old carpet over the meth lab trash (still cooking) and throw the latex gloves they wore on top of the carpet. They left it all right there on the creek bank. They ignored the two 55 gallon drums of lab trash. That trash kills wildlife.

Finally in late March Wortham, Cross Timbers, the Fire Department, all the trainees, plus a few jail inmates came out to remove the lab trash waste. It was a chaotic zoo of people. The drums are almost empty, as the creek has been washing the contents down river. Some officers really wanted to investigate. They imagined doing fingerprints, and other fancy forensics as their real-life training. What great fun they were going to have. And then…… the Head DA showed up and just burst their balloon. The DA opined that I could have put it all there and called because no law enforcement official saw me pull it from the creek. The DA office would do its usual nothing. I said that before a few times, haven’t I? What a pattern is emerging, the head DA is in on the conspiracy it seems.

Situation #11 - But, wait! It gets stranger than a menagerie of trainees. The meth monster has totally taken over the neighborhood. On March 21st the residents of Brazos Rock Road witness a very obese female Parker County Sheriff deputy drive a marked patrol car to one of the meth labs near the point and make a pick-up of drugs. The neighborhood discussed this incident for days. We had the best time gossiping and laughing about how the sheriff was so bold now as to send in deputies to get the meth when no other “mule” (delivery boy) was available. No one in the neighborhood thought that she was innocent.

That same evening Roger Salter comes by us throwing more dirt than usual with his truck. He is emboldened by the sheriff earlier and is extra vicious toward us. Lots of shots are heard coming from the Salter and the Menix places. We easily hear them shouting at Roger that it is his fault because “he always has to be the bully”. The sad part is, after all the shouting and shooting, we found a dead dog dumped on White Boy Beach. It turned out to be the dog of 12-year-old John Hall’s son. Robert and the boy’s mother buried the dog amidst the poor child’s tears. Robert performed the funeral and prayed over the dog and boy. I felt really bad. It just isn’t right for this boy to suffer because of those idiots and crooks that could not care less.

Situation #12 – On March 30, 2006 we met with Environmental Agent Wortham. We ask him to give us the proper procedure for reporting and handling the hazardous trash from the meth lab. We provided Wortham with pages of evidence. Wortham promises to get back with us after he has a procedure ready. On April 19th more bags of meth lab trash appeared. We notified Wortham and he said he would come in the morning to get the trash. Wortham never showed up. (WOW, a Parker County Official failing to keep his word!) The day after that it rained and washed those bags of hazardous waste into the Brazos River. Wortham never established the procedure for reporting and collecting meth lab waste. The DA says we can’t touch hazardous meth trash. Yet, law enforcement refuses to remove it and investigate. Isn’t that “Catch 22”? When law enforcement refuses to do anything, criminals rule.

Questions – Why isn’t law enforcement happy to have such an abundance of evidence? Why don’t they comb it over looking for fingerprints and things to lead them to the guilty? Why do they preach about wanting to prosecute drug dealers, yet they never investigate a bloody thing? Why do they let crimes with witnesses and undeniable evidence go unprosecuted and unquestioned? I just have to ask why? Wouldn’t you? It is only reasonable to question the unreasonable.
Background
July is full of notable events. Farris King comes pounding on our door demanding payment of $500 for the damage to his red truck. At least this demand is more reasonable than the original demand for $5000. More thefts occur at Sam’s tract 5 & 6 location. On July 13th shots are fired at Robert from the Menix A Frame property (tract 12). We heard from DPS Trooper Doug Wood who said he contacted the PCSO to get us patrols. We offer to put a narc up in our trailer at 930, but got a very curt turndown to this generous offer. We found flood light bulbs placed on our trailer at 930 (Tract 10). The Menix’ ran an extension cord to our trailer to steal electricity. They had the gall to put up floodlights on our trailer to light their way. Sam’s (Tract 5) electric bill showed that Roger Salter hooked up to him and stole his electricity at this same time. Nice neighbors, huh? The Sheriff’s office didn’t care and refused to take any reports. Gee, I think I’ve said that before. I bet I’m not done saying it yet. On the bright side, we purchased tracts 36 through 40 for the RV Park we wanted to build.

Situation #8 - July 15th sees Sheriff Fowler on the TV news because he made what he calls a big drug bust. Fowler gives a speech on “we care about and arrest drugs”. The speech was pitiful in my eyes. The arrests were all minor offenses. One person Sheriff Fowler arrested is Randy Maberry, our witness to the incident of October 13, 2004. It sure makes this witness less credible. Judge Choate signed the PC Arrest Warrant. It will take a very long time for charges to be brought making Randy one of the victims of the PCSO. His case # is CR08-0101. He was arrested on 7-11-05 and not indicted on the charge until 2-8-08. Did anyone mention that in this country we have the right to a speedy trial?? Maybe that doesn’t apply to Parker County. I’m getting ahead again. No more on the other victims until the timeline is completed.

Situation #9 - August of 2005 is not so good for Robert who spends most of the month in the Parker County Jail, including his birthday. Robert gets a firsthand look at how dirty the jail truly is. Conditions are deplorable, sickness is rampant, and corruption is everywhere. They try to get Robert with several of the old standby tricks like take the garbage out the back door it isn’t far. Yet, it is far enough to get shot as an escapee. Robert became a Trustee very fast and served only 20 days of a 45-day sentence because of good behavior.

Charges are Dropped
On October 15, 2005 the Criminal Mischief charge (the $50 truck window) against Robert is dismissed. Robert was also arrested for a felony assault, which has not been dismissed because he was never formally charged with the crime. There is a huge distinction here that needs to be made. They can arrest a pack of Marlboros for anything they choose, misdemeanor or felony. They cannot dismiss a charge that they never bring. An arrest is a totally different and separate thing from a charge. They never indicted Robert or sent the case to a grand jury for it to become a charge. Essentially, the felony assault simply never was!!! Therefore I say the PCSO wrongfully imprisoned Robert. The PCSO deprived him of the use of his land by costing him the start-up money for the RV Park on a bogus arrest meant to harass. All the start-up money was paid to attorneys, bail, and other legal expenses. And thus we ended the year 2005.


Upcoming: The threats and lab trash get worse in 2006. I lose any shred of belief in the local police during a disaster of a year. Salter and his attorney pull a surprise ending to 2006.
Corruption Conviction
On June 13th the Fort Worth Star-Telegram runs an article about a Parker County purchasing agent who has committed suicide rather than face trial on corruption charges. The tie-in to that article came on June 29th, 2005 when the Fort Worth Star-Telegram ran an article about Former Sheriff Jay Brown being convicted of abuse of office. He pocketed more than $10,000 in profits on equipment sales. This is the sheriff we met with that promised us patrols, help for the crime, and a liaison that never spoke with us. The purchasing agent who helped Sheriff Brown steal money is dead. The Sheriff gets a slap on the wrist sentence from Judge Mark Riley, who is his friend. Judge Choate is also a friend of Sheriff Brown. She is the judge who issued the PC Arrest Warrant against Robert in November 2004. The articles put them all in bed together. The conspiracy and corruption grows larger and spreads further. You’ll find nothing on the Parker County web site about the arrest and conviction of Sheriff Brown. No record of the trial, no case numbers, and no mug shots. There is simply nothing in the public files on Sheriff Brown. However those records haunt every other person arrested by the PCSO. If you didn’t catch the newspaper article in Fort Worth (the next county over) you would not know the former sheriff was guilty of abusing you and his office. Very discriminatory, wouldn’t you say?

Situation #7 – Robert and I meet with Assistant DA Swaim and another DA from Juvenile. We present the DA a pile of evidence, the diaries of the crimes we witnessed, and license plate numbers on the mule’s vehicles. We inform the DA how Roger brags about being protected by the law and gets advance notice of raids on his property. We explain how the whole Salter family cleans out the contraband in 20 minutes flat. The Salter family (Grandma, Tiffany, Matthew, brothers, and others) come scurrying in like roaches from the surrounding towns and disappears down the road with all the “evidence” in only 15 or 20 minutes flat. NASCAR Pit Crews couldn’t be faster at their task. DA Swaim congratulated me on how I had recorded the Salter Family “MO” (method of operation). He said I had the MO completely correct. However, Swaim said nothing I gave him was “actionable” for him to make an arrest. If I wanted to do his job of investigating, then he would reconsider charges on the Salters. Here is a very important point. The Assistant DA has given me kudos for knowing the Salter family operation for getting the evidence out of sight. Remember that.
Background Mid 2005
We finalized our purchase of that beautiful 2.1 acre piece that Rock Creek runs through the middle of known as tract 59. Tract 60 was “landlocked” until the addition os tract 59 which makes the house on tract 60 more valuable. It is the most private and beautiful piece of land on the road. It was becoming our par 3 extreme golf course to go with the RV Park. I continue to collect evidence. One enlightening piece of evidence is the headline article in April issue of Texas Monthly magazine titled “The Drug-Addict DA”. What an eye-opening article on the level of corruption and the system that allows that corruption. I learned a great deal about the meth monsters that prosecute meth monsters and just how widespread this phenomenon is in reality. One bad DA is a fluke, 20 bad DA’s is a real problem and a huge flaw in the system.

In April extra roads appear. The new “roads” run right through the middle of tracts 81 & 82. They lead to alleged meth cooks. (Go figure!) I am certain that they did not have Erby’s permission to trash his land and put roads through it.

Situation #5 – We find two 55-gallon drums of meth lab trash in the creek on April 24, 2005. This stuff stinks!!! I can’t emphasize that enough. I mean those two drums have the foulest odor I have ever had the misfortune to smell. At least a skunk is natural. The chemicals in those drums are absolutely putrid. The drums were burned on the inside and contained bottles of starter fluid, lye, crushed batteries, and other chemicals typical of a meth lab. We attempted to report the finding, but no one cared. Are we surprised? Not by now. The law enforcement apathy is getting very obvious.

Then a minor miracle happened! The County Health Agent came out to start writing tickets for trashy tracts of land and illegal buildings. The County Health Agent oversees and administers the Federal Flood Regulations for structures in the flood plain. Farris King comes to clean up and hauls away the trash on his tract. He stops by to tell Robert that he is leaving and wants no more of the madness with Salter and Menix. King calls Roger Salter and Gary Menix crazy and says they are out of control.

Situation #6 - On May 16th there is an explosion on tract #23 very similar to the explosion of a meth lab. The local volunteer fire department and an ambulance came out to the scene. The Parker County Sheriff’s Office did not respond to a likely meth lab explosion. You may draw your own conclusion to the fact of their absence. The non-interference theme continues!

Incident #6 – Matthew Salter comes home from school and both Randy and we are missing property again. Reports were made to the sheriff. I don’t know those case numbers. It doesn’t matter, as the sheriff never took any action that time either.

In the last half of 2005 the PCSO plays let’s arrest and jail everybody (except the Salters).
Background for Early 2005 We began clearing the land on tract 59 to crate a pathway down to the creek. We wanted a place to walk where no one could run us down. I started writing little stories and taking a sketchpad and pencils to do illustrations. The stories are titled “The Great Walkabout”. We gave names to the different areas on the property. One area is “White Boy Beach” with the whitest sand beach on the creek. The rest of the sand in the area is that terra cotta red sugar sand which is totally different from the white sand of a beach. White Boy Beach was a favorite of the dogs. They loved to splash and play in the cool, shallow water. Robert, Irene, and Robert P all started adding to my stories on our traditional Sunday walks and Bar-B-Q’s. Maybe for my next blog I will publish those stories. The story of our short legged bulldog “Sir Snowy the Frog-Catcher” is very funny.

I thought it important at this juncture to let you know a little bit about the awful evil things we were doing on this land. We had crops growing, we were raising chickens, and we were writing stories on the antics of the dogs that were mercilessly dumped on us that we had grown to love. I hate to go back to telling the real life events, but the truth of the corruption is a story that must be told before I ever have any hope of returning to the land that inspired the happier tales of fiction.

Situation #4 – We spot the first of many bags of meth lab trash in Rock Creek where it flows through tract 59 on February 13, 2005. We cannot get to the bag as the creek is too high and a path free of poison sumac does not yet exist. We watch the two black plastic trash bags for several days. We find a surprise when we reach the bags. We find part of our previously stolen property has washed up along with the bags. I wish I could say I took pictures of all this, but I was still too trusting of the law. I am smarter now. I am extremely sorry that we also found the first of many dead animals with the bags. It was a beautiful tabby cat. We buried it on an island in the creek just before the beaver dam. From then on we knew that island as “Kitten Island”.

Incident #5 – There is deadly retaliation against us for once again turning nefarious activities into the local law. The Salters kill some of our beautiful chickens on February 28, 2005 (case # 2005-02257). Witnesses to the poor end to our chickens left a note on our front door to tell us what happened and who did the crime. Come March we see more untimely death as Roger Salter, Gary Menix, Farris King, and one other unidentified individual rustle a cow and butcher it. Her calf balled and hollered for his mama most of the night. It was quite disturbing. We also discover that Robert’s beautiful 1957 red and gray Ford tractor has had sand poured into it (case #2005-02251). I’m no expert in mechanics, but I know that sand is the death of a good engine.

There is no follow-up or action taken by the Parker County Sheriff’s Office. Gee, haven’t I said that before? I hate to sound like a broken record, but……the facts speak for themselves. There was no action taken to solve or to stop the crime. We had notes from two eyewitnesses, and no deputy ever called them to ask what happened. Not interviewing witnesses is another theme that comes up repeatedly.

As a defense to Robert’s arrest we took all this death, theft, and drugs and created a list of all the people we knew who witnessed the violent behavior of the Salter family. That list took up an entire page. The list of witnesses to violent Salter behavior grows larger as we find more from the past and their crimes add new witnesses. We will get to the year 2009 soon enough and tell you who is the last Salter arrested for deadly acts. Not yet, though, you can’t skip that far ahead. You’d miss too much.

Situation #3
November 29th, 2004- A month and one half after incident #2 (getting hit by a truck) Robert is arrested! Yes, I said that correctly. Twice a madman with a doolie pick-up truck hit Robert and he gets arrested for assault with a deadly weapon (a stick) on a probable cause warrant. I was dumbfounded. A stick is a deadly weapon but a doolie 1-ton pick-up truck isn't???? Let me review these facts!!! First, Roger told us he would hurt us if we turned his boy into the sheriff for stealing. Second, Roger tries to carry out those threats and he hits Robert with a truck TWICE. Third, Robert gets arrested for an assault. OK, so I’m crazy, but something seems a little backwards in this situation. Roger has bragged before that he has the protection of the law; even Sam had told us that powerful people that we didn’t want to cross protected Roger. But, we had assumed that the entire matter was dropped because no one was arrested on Oct 13th and Arnold told us there were no charges pending on anyone. We thought it was a closed matter. The charges they arrested Robert for were: 1) aggravated assault with a deadly weapon (the stick); and, 2) criminal mischief $50 to $500 ($50 for the broken truck window); and 3) misdemeanor possession of an illegal substance (marijuana) under 2oz. The day after his arrest, I posted his bail.
November 30th, 2004 – I speak at length to Arnold and his Lieutenant about why they arrested Robert. Arnold assured me that “just because you are arrested doesn’t make you guilty”. The Lieutenant and Arnold said the Salter family claimed that Robert charged their vehicle, jumped a barbed-wire fence, and proceeded to bust in the driver’s side window, and hit Roger with the stick. Mrs. King claimed the damage done to the truck was over $5000. Mrs. King presented to Arnold an estimate that she did in her husband’s shop for every single scratch on this old doolie work truck. Arnold and his Lieutenant told me that there was no way they were going to believe that estimate and said that it was just Mrs. King trying to bilk me for that old truck and they wouldn’t allow that to happen. King can't bilk me that's not right, but they arrest Robert anyway?? What a screwed up line of logic. We can only speculate that due to the case being handled by Arnold, he gave in to the demands of the Salter family, their attorney, and the Kings and gave them the verdict they wanted and insisted on by arresting Robert. Robert was never indicted for the assault arrest and there was never a grand jury. The misdemeanor charge of criminal mischief for $50.00 was never presented to a grand jury or judge. All those arrests have been dropped.
Incident #4
The truly interesting part of my November 30th conversation at PCSO Headquarters is how the Lieutenant really wanted to get a good bust on the Salter family and stop their speed operation. He knew them well for their nefarious activity, yet he claimed he never got a good reason to arrest them. He advised me to write the Salters a letter telling them to stay off my property or be arrested for criminal mischief. When they didn’t stay off my property, as they surely wouldn’t, the sheriff could then arrest the Salters for criminal mischief at least. The lieutenant wrote much of the language of the letter I sent to the Salters via certified mail return receipt requested on December 8, 2004. On December 9th the Salters signed for this letter. It only took the Salters three little measly days to commit their first criminal trespass on my property. On December 12th, George and Farris King (Roger’s boss) were on our property at 930 to harass, intimidate, and accost a gentleman renting a mobile home from us. Do I really have to tell you that the PCSO did nothing they said they would do, or is that becoming extremely obvious already? Ah, yes, we really have to tell it. The duplicity of the PCSO and their actions (or inactions) is a central theme. It is part of the “MO” used to violate your civil rights and get you out of the way so the illegal activities can continue. Here is the letter the sheriff lieutenant wrote with me to send to the Salters.

End of 2004 - Meanwhile we still have the thefts done by Grant and Nodal back in June that are unresolved. Grant and his cousin, Nodal are caught by the Canadian Police trying to cross the border at International Falls, Minnesota. The Police inventory of property matches the list of stolen property that we turned into the Parker County Sheriff. My conversations with Chief Morgan (who stood us up in October) let me know that nothing will ever be done about the thefts. We have them caught red-handed with the stolen property and the Sheriff will do nothing about it. Morgan defended Oglesby by saying that he was at least two years behind on all of his burglary cases and he was the only burglary investigator for the county. Do the math here. That means the statute of limitations for an arrest on the burgalry runs out before the PCSO begins to investigate a case. The PCSO even gave Oglesby an award for being such a good officer. Seriously! He can’t solve a case before the statue runs out, but he is the kind of officer who gets awards. Hey, you are only a virgin until the first time they burst your bubble. It was here that I lost the naivety of the person who still believed in the Police.

The year 2005 will continue to test my faith in the police in ways I never could have imagined.
Incident #2

October 13th, 2004- The first attempt to take Robert’s life and make good on their promise to kill us happens. While we are on our normal early morning walk, Roger runs Robert over with a red doolie pickup truck belonging to Farris King. Robert got up and Roger hit him with the 1-ton truck a second time!!! To defend himself, Robert used a stick and hit the truck with it causing the driver’s side window to break. (This damage will come back up a little later.) Roger leapt out of the truck screaming I told you I’d get you O’Steen and pinned Robert to the ground. Randy Maberry came running out of his house to Robert’s defense yelling at James to call 911. Roger was yelling, screaming and cursing all three of us talking about how he was going to burn all of us out and get rid of us. I decided to take action to save my husband. I picked up the stick and warned Roger to get off my husband twice before I hit him with the stick. After three blows, Roger got off my husband and started threatening Randy calling him an abomination that didn’t deserve to live. I gave Roger back his glasses that I had retrieved from the ground so they would not get broken and we all went to wait for the Sheriff. The deputy took written statements from Robert, Randy, and myself and confiscated the stick, without giving anybody a receipt for it. The deputy saw no reason to arrest anybody as the fight was over and no one was really hurt (just scrapes and bruises). Randy had long been suffering extreme harassment and threats from Salter. Randy filed a terroristic threat charge against Roger (case #2004-11127). Our charge against Roger was assault with a deadly weapon in a motor vehicle (case #2004-11132). I discussed with Deputy Arnold later how I now understood what cops mean about perps who are so “hopped up” on drugs that they just keep coming at you and they are almost unstoppable. The three blows I dealt him did not affect Roger. He got up and fought with all three of us at once.

October 16th, 2004- Every year we harvest tunas from the property. Tunas are the purple fruit that grows on a prickly pear cactus. We use them to make one of the best wines I’ve ever tasted. As we were out harvesting these tunas with a couple of friends, the Salters invented a new way to “get at us”. As they would drive past our land (seeing as it was the last thing you passed going out or the first thing passed coming in) they would purposely speed up and hit a patch of soft sand, rocks, or mud and use the cars to fling this at us and the house. They felt they would add insult to injury, so to speak, and give us the middle finger simultaneously. Sometimes, when they were especially bold, they would hang their heads out the window, wave a finger, and shout “bitch” or “bastard” or some other foul names at us. This behavior continues every time a Salter or one of their mules goes by our property. I must warn people just trying to do their jobs, that they may be harassed or even shot at by the neighbors because I will not have them go there unprepared for what has happened to so many others. (This harassment is the exact same behavior that will come into play later when the Sheriff Sergeant in charge of protecting us allows them to continue this display of threatening behavior against us and he offers to help them kill me.)

Situation #2

October 18th, 2004- We scheduled a meeting with Chief Morgan to speak about having a volunteer deputy patrol for Brazos Rock Road. Since it is considered a “private road” we asked for no funding or man-hours from the sheriff’s department. We asked for training on how to file reports, patrolling, and matters required in establishing a sub-station. (See enclosed copy of the proposal.) We got to the meeting only to find out we were being stood up and Chief Morgan was not coming. In his place, instead, was Sheriff Jay Brown. Brown read through the proposal and told us it sounded like a good idea to him and assigned us a liaison named Sammy Slatten (or Slammin’ Sammy) to contact when we wanted the training to begin and the patrols to start. We walked out of this meeting feeling like we had accomplished a big task and that the neighborhood was going to be safer. We tried to contact Slammin’ Sammy shortly after and never had a phone call answered or returned. The volunteer deputy patrol is still not in effect, even after the okay from Sheriff Jay Brown. This is the first of many appeals for patrols to stop the crime in the neighborhood. Here is what we submitted to Sheriff Brown.

Problem
Over the last several years, there have been a large number of illegal activities at the Brazos Rock Road area. There have been:
1) a rash of thefts;
2) blatant defiance of laws and codes pertaining to livestock roaming free, pets without supervision and lack of vaccinations,
3) hunting and fishing law violations through improper trot lines,
4) improper sewer lines, and refusals to adhere to building codes as established by Brazos River authorities and health authorities in spite of warnings by those authorities;
5) significant property destruction and vandalism including property of the sheriff department and it’s officers;
6) unauthorized use of private property as in overnight camping and joy riding 4 wheelers;
7) drug dealing and manufacturing;
8) hate crimes and harassment against some residents;
9) death threats against several residents where it has been told to us that they were going to run us out of there, we are not welcome, and had better pack before we get “hurt and hurt bad”, and;
10) assaults with intent to cause bodily injury in an attempt to carry out prior threats.

We, the owners and residents at the Brazos Rock Road area, have banded together and have come up with this proposal and the following goal and purpose statement as a solution to alleviate the above-mentioned problems of lawlessness in our rural community.
Goal and Purpose Statement
To provide security and safety for the lives, livestock, and property of the owners and residents of the Brazos Rock Road unincorporated sub-division by adding a presence of law enforcement to the community.
Solution and Proposal
We propose to accomplish this goal of having an increased law enforcement presence by forming a volunteer deputy sheriff sub-station to be located on the Brazos Rock property grounds. We propose to model this deputy station after the idea of a volunteer fire department. We have a local, rural need and we propose a local, rural solution. We propose to expand the presence of the sheriff department without adding a financial burden on the county or sheriff budgets. The owners and residents of Brazos Rock will provide funds, locations, and most property for this sub-station. No wages will be expected. Funding for other needed materials will be raised by the Brazos Rock deputies, their families, and other interested citizens through normal church, social, government grant, and charity fund-raising activities.
We will need the sheriff department to provide us with training on patrolling, how to complete reports, and other matters necessary to set up a sub-station and become a volunteer deputy. Regular scheduled patrols of the Brazos Rock area will be passed up the chain of command and posted as any other duty roster. Incident and surveillance reports will be submitted to investigators as needed or as requested by superiors. Brazos Rock deputies will furnish their own vehicles with insurance for patrol duties.
We, the owners and residents of the unincorporated sub-division known as Brazos Rock, do hereby respectfully submit this proposal to the Parker County Sheriff Department in the spirit of helping to solve our crime problem. We ask you to accept this proposal and we look forward to working with the Sheriff department in the near future.

October 27th, 2004- Deputy Marc Arnold had Robert, myself, and Randy come down to headquarters to give video statements regarding incident #2 when Roger hit Robert with the truck. We all gave our statements willingly. Arnold claimed to be a traffic expert for the sheriff’s department and mentioned that Roger Salter had shown him the tracks in the road. However, Salter showed Arnold these tire tracks over two weeks later and it had rained 4-5 times. We are talking about a dirt road that is made up mostly of what is called “Sugar Sand”, the terra cotta red sand that gets into everything. This red sugar sand road freely shifts and blows up huge clouds of dust every time someone drives by. There was no way much could be left of any tracks in this sand after more than two weeks and four rains. During my interview I found that Arnold was far more interested in telling me what happened instead of allowing me make my own statement. I left the interview feeling very uneasy. Arnold made it clear he had already made up his mind. Arnold told me he was getting extreme pressure from the Salters, Farris King’s wife, and Matt Hall (Salter’s Attorney). Those individuals were reportedly in his office every day since the 13th demanding to know why nothing was being done about the incident. (Later, DA Swaim would tell us that Arnold is who cases go to when the sheriff’s department wants the “right” decision, which is really the wrong one. Swaim called Arnold not so bright.)

Incident #3

October 28th, 2004- The day after making our statements, while taking our dogs for a walk, Roger again tried to hit us in the same red truck. In order to hit me, Roger had to cross the centerline and drive on the wrong side of the road. I reported it but the Parker County Sheriff’s Office (PCSO) would not acknowledge it or assign it a case number. I filed the complaint through a faxed statement to Arnold. In that same fax we also sent a copy of Robert’s medical report pertaining to incident #2 (getting hit twice by a truck). The PCSO confirmed receipt of the medical records but not of the complaint. Yet, it was sent in the same set of faxed documents. I call that selective evidence gathering. Make up your mind, convict someone, and then go make up evidence to support your desired theory. Never get the facts and let them lead you to the proper conclusion, that isn’t the Parker County Sheriff Department’s way of conducting an investigation.
