No More Hiding...

In the midst of everything that has been going on we have decided there is no reason to conceal our names and identities any longer. If you have any information thus far as to the situation at hand, you already know who we are. We are going to pause momentarily from dates, descriptions, and situations to put a brief bio of us up. Just remember that we are in fear for our lives and retaliation from the events that have been posted here and this is a very big step for us to take.

My name is Bette O’Steen. I am married to Robert P. O’Steen. We have 10 beautiful dogs ranging from a corgi to a newfoundland hound. Most of them have been rescued from the dirt road we live on where people have dumped them and drove away. Our newfoundland hound, Bear, was a puppy given to George Allen who couldn’t take care of him anymore and has ended up with us. Our smallest, Momma Dog, is a corgi that fended off coyotes trying to eat her newborn puppies. We have found a home for her twice in the past. However, she has escaped both times and found her way back to us. It was meant to be that we found her. We have had a couple of our dogs bitten by copperheads and then nursed back to health. People who know Robert call him “The Texas Dog Whisperer”. We love all of them as if they were the children we never had.

I am a 100% disabled Army veteran. I retired from the Army JAG Corps because of a physical disability. I hold both a Master’s Degree is Business Administration from the University of Texas at Arlington and an intern Master Gardner in the state of Texas. I am a past Matron of the Eastern Star, a division of the Masonic Lodge. I was diagnosed with Crohn’s disease in 1980. During an unrelated surgery years later, I was partially paralyzed in my right arm. I am often called “Betty Crocker” by those who know me because I am an avid herb and vegetable gardener and cook. When I cook, people come and sit down for dinner :o)

Robert is a Vietnam combat veteran. He is a Master Mason and was Senior Steward of his Masonic Lodge for 3 and one half years. He is also a Sir Knight through the Knights of the Templar and a past Patron of the Eastern Star. Robert has been an election judge and Democratic Party Precinct Chairman for many years. He is a retired general contractor. Congresswoman Kay Granger (while Mayor of Forth Worth) presented Robert with a “Golden Hammer Award” from the Fort Worth Habitat for Humanity foundation for designing and building their first handicapped adapted home. He loves to be a farmer, take care of the land, and raise his livestock. He was developing an RV park and Par 3 Extreme Golf Course on the land when he was shot.

We met at the VA hospital in Dallas and have been married for 15 years. We looked for land on water for ten years before we bought on the Brazos River.

Dates: 08/16/02-07/05/04

I started keeping the diaries and information we are putting on this blog because of history. I thought that I could get the police to do something about the crime if I could document it all. I reasoned that if Gandhi caused the British Empire to leave India by documenting the abuse of the aristocracy, then I could get the cops to go after the crime if I gave them so many documents that they could no longer deny that the crimes were taking place. I was very naïve, but I steadily kept diary notes, newspaper articles, and any other file I could get that showed how the crimes and the conspiracy to commit those crimes happened.
I have put together a plot map showing the different tracts of land owned by those involved. It will show where individuals are in reference to one another.

I have also put together the first installment of dictation. So the pages unfold...

We first acquired tracts # 7 & 8 from a gentleman we will call “Benny” in August of 2002. The land was beautiful. It sat right on the Brazos River and was lush and green. The Brazos River is a river of western legend. John Wayne has quoted it in several movies, Lyle Lovett sang about it in songs, and the source of Alamo Beer in Fox’s King of the Hill was based on the Brazos River. “Benny” wanted to get out from under his land there and sold it to R and I for $5000 less than he paid for it. It had constructed on the property 1 electric pole, a septic system, and a travel trailer.

In September of 2003, we purchase tracts #9 & 10 from a family named Stewart. The property sat right next to tracts # 7 & 8 on the Brazos River. The price on the land was a deal we couldn’t refuse. It had constructed on the property 3 electrical poles, a water meter, 5 septic systems, and 2 mobile homes.

In August of 2004, we purchased tract #60 from a family named the Jacks who had just had a baby. It was the first property that was in the “subdivision” off of Brazos Rock Road. Everyone would have to pass our property to get to theirs. On the land was an electric pole, a septic system, a water meter, and a gorgeous three-bedroom house on stilts. The first time the Cross-Timbers Narcotics Task Force had been out to Brazos Rock Road with a search warrant for Roger Salter’s property. They had the address and instead went to the Jacks’ place. They tore apart everything inside the house and out of it looking for something in which they were never going to find there. The Jacks moved out shortly after and we offered to assume the payments on the property for them.

We paid for the first set of tracts in cash. The rumor spread that we had done so and we became an automatic target as being rich and worth a lot of money. The perfect type of person to sue and get a good portion of monies from. However, the idea of us being rich was pretty far-fetched. After buying the first 2 tracts we started meeting and greeting with the neighbors. We were told stories of a feud going on between the Salters, Hulls, Randy Maberry, James Thornton and the Halls. R does his best to not be a part of feuding and even invites Salter into our home for dinner. Randy received funding from Salter, Halls, and others for road maintance. A task that had not been accomplished since Salters moved in 2001. Peace was kept and everyone was friendly for 18-24 months. 2 years went by without any troubles.

During this time period, our truck and various other items were stolen from our property by Robert Grant (situation #1) on 06/07/04. He had lived down the street from us in Hurst, TX and had helped both Roger and R build the chicken coup on the land. Grant in the process of taking our things injured our 18 year old dog Jake. (Those injuries ended up costing Jake his life.) Roger invited us into his home to use the telephone to make a report. A Deputy Clint Caddell responded and made the report (case #2004-06055). The case was then turned over to Tim Ogelsby. Ogelsby was defended by Chief Morgan as having a 2 year (or better) lag time on investigating thefts. This meaning the Statute of Limitations generally runs out before Parker County Sheriff’s Office (PCSO) gets around to it. Grant was finally charged with “grand theft auto” and served several years of prison time. It was the only charge filed against him, and it was Tarrant County that filed those charges.

Shortly after on 07/20/04, Matthew Salter is caught stealing DVDs, VHS, beach towel games, broom, John Deere glass set, plates, and silverware, cookie jars, set of tall tea glasses, the knife my father made and the black sheath that it went in (incident #1). However, he left an additional stack of plates next to our sofa which were later used to lift fingerprints from. Officer Dwayne responded to fill out incident report (case # 2004-07840). Dwayne happens to be the nephew of the Stewarts and knows of the problems on Brazos Rock Road. We contact the Salters and decide to meet at the Mineral Wells Outlet Mall to regain the items taken in the burglary. Roger, Theresa, Matthew, and Tiffany are all present. R & I explain that we will have to turn Matthew over to the sheriff if he refuses to return our possessions. Roger tells us that Matthew is allowed to steal from whomever because they are poor. He also states that if we turn Matthew into the sheriff that “the friendship is over” and he “will get you and hurt you bad if you do”. This was the first threat made to us by the Salter family. The property has never been returned to us. The fingerprints lifted off of the plates were turned into evidence. We have no information on whether a match was ever found, as Ogelsby was full of excuses to blame Tarrant County for not running his fingerprints.

Individuals Involved

We have created a list of all the individual people involved throughout the last 5 years. These names are only the ones in Texas that have had both positive and negative effects on the situation at hand. In this list is both incident and situation numbers that will later be explained in forthcoming posts. We will start with the major incidents/situations and fill in the minor instances from there. Along with the description of incidents/situations will be files and photos to back up our claims.

Roger Salter- Owns Tract #4 - Head of cooking and distribution operation of Methamphetamines- worked for tire business in Millsap- multiple threats, thefts, assaults, and attempts at life have been made towards multiple residents of Brazos Rock Road- Case of Meth Psychosis- described as “having Charles Manson eyes where can see the white’s all the way around”.
Theresa Salter- wife of Roger Salter- prior criminal record- multiple threats and assault attempts- shown in photos chatting with Sgt. Brennum during police escort to property
Matthew Salter- Son of Roger Salter- reason for incident #1 – theft and multiple threats
Tiffany Salter- Daughter of Roger Salter- Responsible for multiple threats and assault attempts- Incidents #
Benjamin Salter- owns tracts #67, 68, and 69- done adult prison time for organized crime- has never paid taxes on property
Arlin Terry Salter- involved in incident # 11- resulted in death
Gary Renfro- Mule for Roger Salter and illegal activities – involved in incident #10
Jay Maberry- Owns Tract 76, 77, 78, & 79 - Original developer of land on Brazos Rock Road, intended to be a subdivision by paperwork never filed- owns what is called the “Millsap Slums” in Millsap
Randy Maberry- Former owner Tracts 1, 2, & 3 - Jay Maberry’s son- lived on tracts – victim of thefts, threats, and discrimination- has since moved from property
James Thornton- Randy Maberry’s roommate- victim of thefts, threats, and discrimination- since moved from property
Erby- Owns land that illegal road was put through- original developer of 70 acres with Jay Maberry- Maberry bought out- still owns tracts # 57, 58, 70, 71, 72, 73, 74, 75, 80, 81, & 82
Sam Hull- Owns Tract 5, 6 - Has had electricity stolen by Salter’s- Believed to be “Double Agent”, befriended B&R, has long carried messages back and forth- trying to bait R to come back to the property with messages of stealing and destruction
Resa Hull- Sam’s wife who has separated from him- has bad case of “Meth mouth”
AR & RP- B’s friends- has received multiple threats and thefts from property-
J.A. Brodgen- elderly land owners (not on Brazos Rock Road but next to it)- son into Salter activities- allow cows to regularly enter into B&R property- livestock not registered correctly with county
George Allen- Owns 61, 62, & 63 Was friend of Salter’s- now diabetic and on kidney dialysis- has been sober since and no longer friends with Salter’s
John Hall- owns tract #23- place exploded on 06/15/05 situation # 16- pseudo mechanic/chop shop- part in cooking operation- Flood of ’07 forced them out of property- now residing in Mineral Wells
IceMan”- no real name known- owned tract # down 26 to 30 direction - competition to Salter’s- has since been “run out”
Farris King- worked at tire business with Roger Salter- owner of pickup truck involved in incident # 2
Gary Menix- owned tract # 11, & 12 wife Janis Case owns tract 53 & 54- competition to Salter’s- driver of semi-truck that had been painted green and named “River Rat”
Mason Wallace- “Mr. Wilson”- talked to R about witnessing situation # on 03/21/06
Bobby Bowden- Received permission from to enter his property to retrieve drug trash bags from creek- owner of 200 acres of property on other side of Brazos Rock Road and Creek that is up for tax collection and lawsuit
Mr. Robinson- Owner of cows on land abutting tracts 60-69 - gate down gave Salter’s access to property- gate has since been fixed
Tim Ogelsby- Cop- in charge of theft cases and reports, nothing done about reports filed
Jeff Swaim- Assistant District Attorney- involved in several incidents - gave thumbs up for having “MO” down perfect situation #6
Marc Arnold- Deputy of Parker County Sheriff’s Dept- considered “Barney Fife of Parker County”- Swaim says “If Sheriff’s Dept wants a wrong decision the case will go to Arnold”.
Larry Fowler- Current Sheriff of Parker County- took over after Jay Brown- Sheriff who won’t do anything to help the situation or threats- claims he has never heard of any crimes on Brazos Rock Road or any trouble, even after reports have been filed
Jay Brown- Sheriff of Parker County who was convicted of “abuse of office by keeping profits from sale of county property”- lost election to Larry Fowler- promised patrols of Brazos Rock Road, Situation #2
Sammy Slatten (Slammin’ Sammy)- Parker County Sheriff’s Officer- would not be liaison for patrols after being assigned job from Jay Brown- never returned phone calls, situation #2
Sheriff Moore- Sheriff who responded to Jay Maberry’s home for slashed tires and electrical box being gutted- “Do you really want to make an incident report?”
Sheriff Cayce- Responded to report of chickens stolen- never heard anything of report
Chief Morgan- Scheduled to meet with in regards to obtaining permission to do own volunteer deputy patrol of Brazos Rock Road- Never showed for meeting, instead had with Jay Brown, Situation #2
Clint Caddell- Responded to burglary on 06/08/04, situation #1 and turned case over to Ogelsby
Officer Dwayne- Responded and reported incident #1- acquired fingerprints and turned over to Ogelsby for identification
Deputy Eric Lee- Responded in 2004 after incident # 7 with Tiffany Salter and again in 2008 after incident #10 with Tiffany Salter and Gary Renfro
Deputy Bilbay- Incident # 11 Filmed B in room while yelling and screaming, “How long from your property to Grandmother?” (Grandmother being an old pecan tree off of Bennett Road where incident # ended)- left several messages on a phone that he confiscated from B and was still in his custody- locked B in a hospital room (ER) until tests and a written statement were handed over to him, assigned deputy to door- caught hiding in his truck at the old brick plant giving him witness to incident # 12 on September 13th.
Sgt. Brennum- P.T- Duty Officer in charge of escort to property after incident #12 - threatened to turn B over to Salter Family so “they could do with B what they wanted to” because of photos that were being taken for documentation- Can be seen in photos chatting with Salter’s
Russ Autier - Texas Ranger from Dist 7 Palo Pinto – escorted B for property retrieval and told her he investigated the incident # 11 – said never would have arrested R but his hands were tied and he could not help B because of who she was
John Forrester Sr.- DPS trooper- friends with owner of rock quarry – Trooper to whom crimes were reported
Brookes - Banker and member of Sheriff Fowler’s Posse – reported to Fowler the problems with Brazos Rock Road and Salter while he was “Manson-eyed” crazy
John Forrester Jr.- Parker County Attorney- ruled Brazos Rock Road is private and will always be that way, the county will not patrol or maintain
Jim Lane - Attorney representing Parker County, takes land for payment, represented Jay Brown and current County Commissioner on DWI charges, lets clients sign “we won’t sue the county papers” though they are illegal
John “Matt” Hall - Attorney representing the Salters in many civil cases and also criminal cases
John Roth- County Commissioner Parker County Precinct #3- administers the rules of the road for building and maintance- (County commissioner’s court provides budget and oversight for County Sheriff)
Undercover Narc- Name omitted to protect due to undercover status- provided information as to mule’s names, how to investigate, and names of good cops
Cross-Timbers Narcotics Task Force- Situation # 9 - Responded to property to be given tour and to take away drug trash- Left trash, & left gloves- told “If it’s still sizzling, it’s still cooking.”- Taskforce has since been disbanded
Cy and Kennedy- Part of Cross-Timbers Narcotics Task Force- given full tour of property and where trash and barrels were found- yelled claiming they had already taken care of trash (put carpet on top of trash and threw gloves down on top of carpet)
Gil Flores- FBI office in Dallas
Miss Hampton- FBI agent who got B retaliated against the first time by reporting back to the Parker County Sheriff’s Dept that a complaint had been filed
Glen De’Atley- Environmental Protection Agency (EPA)- Told B to contact Mickey Wortham at the county- Provided information on water codes and regulations- “All sworn peace officers must enforce regulations.”
Mickey Wortham- Came to property once to pick up 55 gallon drums- received a copy of notes as to how long they had been there- would never come out again despite repeated phone calls- new to job and to make his mark kept saying he was ready to prosecute the Salter’s due to the level of waste (drug trash) Situation # 9 and 10
Mr. Fairbanks- DEA agent
Jeff Arnold- PI hired by B&R- ended up being friends with Slammin’ Sammy and would not turn over any information collected against individuals- only thing ever said was “They Keystone copped the evidence on the property very badly so it would be non-usable”- claims no relation to Marc Arnold
Robert Grant- Stole truck from B&R and drove it to Canada- caused injury to dog during theft which led to dog’s death- did several years for stealing truck, no other charges- lived down the street from B&R in Hurst- helped build chicken coup on property - Situation # 1

So the story unfolds...

This being the first blog we are starting from the beginning. This story goes back 5 years. It will be a process to get all the information uploaded and available to be viewed or read about. We will be back on day in and day out to put the pieces together. It will be a version of connect the dots. A very corrupt version, mind you.

It begins back in Millsap, Texas in 2003. I bought my first parcel of land, 2 acres, on the beautiful Brazos River (the river of western legend). I now own 12 acres of prime land with 2 houses, 2 mobile homes, and a travel trailer. Funny thing is, I’m homeless! We’ve fled twice from those that were determined to kill us, leaving behind everything we own. My husband, our 10 dogs, and I have been given a room by our loving family. Promises by law enforcement to help us have not been received and do not appear forthcoming. There have been at least a half dozen assassination attempts on my husband’s life and several threats against me and those close to me.

Therefore, this blog was created to share our story of these events and break them down piece by piece. We welcome thoughts, theories, stories, and ideas of how to continue with this investigation. Who is the detective out there? Who has been subject to the corruption themselves? Who is willing to take a stand for what is right?
